Trump administration scraps Obama-era regulation on coal emissions

EPA: Trump's easing of coal rules could kill 1,400 people per year

The new rule would give states more leeway to set limits on greenhouse gas emissions from their power sectors - even though, by the agency's own admission, that will result in higher levels of particulate matter and ozone being emitted by coal plants than would have occurred under President Barack Obama's plan.

The proposed ACE rule will now undergo a public comment period before being finalized.

The Trump administration claims the Obama plan attempted to illegally force power companies to use cleaner energy sources.

On Tuesday night, Mr. Trump is visiting West Virginia - one of the states hit hardest by the decline of coal - in a rally supporting Republican Senate candidate Patrick Morrisey.

The Trump administration proposed Tuesday new rules for regulating carbon dioxide emissions from electricity generation, in a move that could keep aging coal-fired plants running longer and which is part of its strategy to support United States coal mining. "This new rule will go a long way toward rebuilding trust between the EPA and rural America, and I'm pleased to see it move forward". Still, when it comes to where Texas gets its power, experts say the new policy wouldn't change much. North Dakota has seven coal-fired power plants, he said, and the state ranked ninth in coal production in 2016, according to the U.S. Energy Information Administration. "So, this proposal represents the Trump administration literally turning its back on reality".

"They are continuing to play to their base and following industry's lead", she said. The US might well have missed its emissions reduction goals set in the Paris climate agreement even with the clean power plan in place.

"This is another desperate attempt by the Trump Administration to prop up the dirty and obsolete coal industry, but it won't work", he continued.

The Trump administration is pumping the brakes on Obama-era mandates for carbon pollution.

The proposed rule will result in at least 12 times more carbon dioxide ending up in the atmosphere than if the Clean Power Plan was implemented according to the EPA's own analysis. "Boom, gone", Donald Trump said about the clean power plan past year.

Paul Billings, senior vice president of public policy for the American Lung Association, said in an interview that it's not clear how the EPA arrived at the new, lower numbers.

Trump is also calling the investigation "McCarthyism at its WORST", a reference to indiscriminate allegations made by Sen. Ted Lieu, D-Calif., tweeting the reasoning of Trump's attorney "is another step towards authoritarianism".

Scientists said that without extensive study they can not directly link a single weather event to climate change, but climate change is responsible for more intense and more frequent extreme events such as storms, droughts, floods and wildfires.

In a statement Tuesday, Bill Wehrum, assistant administrator for the Office of Air and Radiation, said, "EPA has an important role when it comes to addressing the Carbon dioxide from our nation's power plants".

"As far as we can tell, we're already well positioned to meet whatever requirements come out as far as the final changes of this rule", Brooks said.

President Trump rolled back Obama's fuel efficiency rules earlier this month.
