China Files WTO Complaint over U.S. Solar Tariffs

China officially filed a complaint with the World Trade Organisation (WTO) on Tuesday, claiming that the solar import tariffs imposed by the U.S. and its subsidies for local products harm China's legitimate rights and interests and clash with WTO rules.

Trump defended solar tariffs as necessary to protect United States producers, saying import prices were unfairly low due to subsidies and other inappropriate subsidies.

"As the USA measures severely damaged Chinese trade interests, China's choice to resort to the WTO dispute settlement mechanism is a necessary move to safeguard its legitimate rights and interests and multilateral trade rules", a spokesperson with the ministry said.

"While taking protectionist measures against imported photovoltaic products, the U.S. provided subsidies to domestically produced photovoltaics and other renewable energy products", the ministry said in a statement.

Washington took action under the United States 1974 Act in place of the World Trade Organization. That led to complaints it was undermining the global trade body.

Beijing said the USA measures are suspected of violating trade rules and that it would turn to the WTO's dispute resolution mechanism to protect its interests.

China has tried to portray itself as a defender of the WTO's trade system.

We urge the USA side to take practical actions, respect the rules of the WTO and abandon its erroneous measures to return to the normal trade of the related products, he said.

WTO complaints begin with negotiations between parties to the dispute.

Another round of USA tariff hikes on $16 billion of Chinese goods is due to take effect August 23.

The new round of tariffs marked the completion of Trump's threat to impose $50 billion of import taxes on Chinese goods, the first $34 billion of which went into effect on July 6.

China responded two days later by proposing tariffs ranging from 5 percent to 25 percent on 5,207 US goods worth 60 billion dollars.
