Mr Grieve indicated that the final text of the amendment tabled in the House of Lords at the last possible moment on Thursday had been changed from the wording which he believed had been agreed earlier in the day.

A leading Conservative has rejected a proposed compromise to Brexit legislation put forward by Theresa May in an attempt to avoid a rebellion by some of her own MPs.

Named after Tory MP Dominic Grieve, who tabled it, the Grieve amendment to the bill would give parliament a vote on the final Brexit deal negotiated with the EU.

But Tory rebels later rejected the wording to the Government's "meaningful vote" amendment and said it would give MPs no chance to prevent a "no deal" Brexit if there is no agreement with Brussels by January 21, 2019.

Mrs May added: "Parliament can not tie the hands of Government in negotiations".

The government's new amendment to the European Union withdrawal bill is likely to be rejected by the House of Lords, meaning a major Commons showdown is on the cards.

That would tee up a showdown in Parliament's directly elected chamber on Wednesday which will be crucial for May's attempts to resist a move seen as a step towards a softer Brexit, meaning closer ties to the European Union on issues likes customs and regulation.

Grieve said the problem was that if the United Kingdom reached "the really apocalyptic moment" where no Brexit deal had been done by early February 2019, Parliament was not being offered the chance to say what should happen next - only to "note" the position.

Under the Government's plan, MPs will only be able to debate the Prime Minister's next move if no deal is struck or they vote down the deal, and would have no power to direct what should happen next.

He said: "Theresa May has gone back on her word and offered an amendment that takes the meaning out of the meaningful vote".

Rebels had originally wanted the amendment to say that the government must seek the approval of Parliament for its course of action - and that ministers must be directed by MPs and peers. The spokeswoman said the government had listened to MPs who had called for the "ability to express their views, in the unlikely event that our preferred scenario did not come to pass".

The rebels are holding out for more assurances, warning that they could bring down the government.

"At the end of the process, something was inexplicably changed, which had not been agreed". The government is divided over the nature of future UK-EU ties.

Brexit supporters on the 1922 Committee - made up of Tory MPs who do not hold Government positions - were swift to react once the implications of these concessions became clear, with one senior Leaver remarking: "If Theresa and [Chief Whip Julian Smith] have sold us out here they are in real trouble".

The opposition Liberal Democrats confirmed they would support an amendment in the Lords this week to ensure parliament is given a "meaningful vote". Calls for MPS to have a "meaningful vote" on Brexit are nothing to do with parliamentary scrutiny; they are about stopping Brexit. Ministers are digging in and refusing to give ground for now.
