Trump Attempts to Revive Transgender Military Ban

Trump surprised the Pentagon's leadership in 2017 when he tweeted plans to reverse an Obama-era policy to allow transgender individuals to serve openly.

Human rights groups have slammed a White House order that bans most transgender individuals from serving in the U.S. military.

"The experts' study sets forth a policy to enhance our military's readiness, lethality, and effectiveness", it continued, adding that officials "concluded that the accession or retention of individuals with a history or diagnosis of gender dysphoria - those who may require substantial medical treatment, including through medical drugs or surgery - presents considerable risk to military effectiveness and lethality", the statement continued.

The Trump administration's late Friday announcement that it would move ahead with a ban on transgender service members in the military-which has previously been rejected as unconstitutional in court rulings-was met with anger and condemnation by LGBTQ rights groups on Saturday.

The new direction comes after months of the Pentagon's grappling with how to change its policy after Trump unexpectedly tweeted July 26 that he was banning all transgender people from serving in the military.

In a memo to the president, dated February 22, Mattis cited "substantial risks" about military personnel who seek to change or who question their gender identity. The RAND study found that the military budget would increase by between $2.4 million to $8.4 million a year if it covered the entire estimated 1,320 to 6,630 transgender people serving in the US military, Fortune noted.

There are over 1,300,000 active duty personnel of the USA military, according to July 2017 data from the Department of Defense. In a report released on Friday, Defense Secretary Jim Mattis wrote that the new policy would "place the Department of Defense in the strongest position to protect the American people, to fight and win America's wars, and to ensure the survival and success of our service members around the world".

In August, Trump issued a presidential memorandum providing more detail. The Pentagon said on Friday it would continue to comply with current federal law.
